NCC unveils draft framework on unclaimed recharge, seeks stakeholders’ contribution

The Nigerian Communications Commission (NCC) has taken a significant step towards enhancing regulatory clarity and efficiency in Nigeria’s telecommunications sector as it unveiled the draft framework on unclaimed recharges, which is expected to be a guidance document for stakeholders.

Speaking on the new framework, Executive Vice Chairman/CEO of the NCC, Dr. Aminu Maida, highlighted that the initiative is in line with the Commission’s statutory obligations as outlined in the Nigerian Communications Act of 2003.

Dr Maida said “The NCC has a history of taking proactive measures to refine telecommunications policies. The Commission has consistently championed consumer rights, fair competition, and sustainable industry growth. For example, the implementation of stringent SIM registration guidelines and enforcement of quality of service regulations have played a pivotal role in shaping the telecom landscape. The release of the draft guidance document on unclaimed recharges represents another milestone in the NCC’s regulatory journey.

“To ensure comprehensive stakeholder participation, the NCC has scheduled a Virtual Stakeholders Forum for industry players, consumer advocacy groups, and the general public to engage in critical discussions and provide feedback. This consultative approach highlights the Commission’s commitment to engaging stakeholders in the regulatory process. Additionally, the Commission has opened channels for written submissions from stakeholders to ensure that all relevant perspectives are considered in the final regulatory framework.

“Reflecting on past interventions, the NCC’s dedication to transparency and sectoral collaboration is evident. The Commission’s handling of past regulatory challenges, such as data pricing policies and consumer protection initiatives, demonstrates a track record of responsiveness and strategic policy development. “As the deadline for feedback approaches, stakeholders are urged to actively participate in shaping these regulations. Their contributions will not only influence the final framework but also help define best practices for managing telecom resources efficiently. On her part, Mrs. Chizua Whyte, Head, Legal & Regulatory Services, Nigerian Communications Commission, stated that the Draft Guidance seeks to establish clear, fair, and transparent procedures for managing these funds, ensuring that subscribers maintain rightful access to their purchased credits while providing operators with regulatory clarity.

According to Whyte “The Commission has also outlined clear timelines for implementation, with operators expected to achieve full compliance within ninety days of issuance, alongside comprehensive consumer education and notification requirements. In this digital age, where telecommunications services form the backbone of our economic and social interactions, proper management of consumer credits becomes increasingly critical.

“The proposed Guidance aligns with our broader commitment to consumer protection while acknowledging the operational realities faced by our licensees. The Nigerian Communications Commission and stakeholders across the industry have worked diligently to advance our communications ecosystem.

“This Draft Guidance represents another step forward in creating an environment of regulatory excellence that protects consumer interests while providing clarity to service providers.
