Reconditioning Nigeria’s Development Failure?

As you read this, some will say: “This is an illusion”! And I will agree with them, based on the fact that they may be very far from understanding the concept of a Machine Society! But we live with the incredible achievements of machines all around us! Time to technologically wakeup Nigeria is now!

The Challenge Before Us: Across many African leadership and governance structures and systems decision-making processes are still heavily influenced by identity markers. tribe, name, and personal affiliations. This epidemic has, over time, constrained the emergence of desirable merit-driven systems and limited the full application of knowledge-based evaluation and deployment for an enduring legacy and sustainable national development.

The resultant effect is a cycle where sentiment often overrides objective assessment, and where trust in institutional outcomes continues to erode.

And indeed, Nigeria can fast-track her governance, leadership heritage and aspirations to become a world leader by establishing a strategic Merit-first e-readiness model.

Currently, the governance structure is based on mixes federal Presidential democracy with 36 states and 774 LGAs. This structure is overwhelmingly based on selective patronage and rent-seeking system. A system constructed and driven by compromised but intentional Data-Chaos mechanism. And it is justified to assume that this Data-Chaos is further supercharged by surging population growth at a quantum speed unconditional and unmanageable waste?

Redesigning this monumental Data-Chaos, demands a foresighted deployment and application of a consciously paramitized dynamic analytics. This model calls for the application of a scenario built on merit-first philosophy and visionary practice. This construct is imperative to restructure and deliver incentives around capabilities.

This is a preferred governance model, rather than a rent-seeking patronage governance model or prioritising tribal geographical locations.

A constructive and preferred model: This model invites us to interrogate robust strategies governed by fundamental philosophy.

A philosophy focused on a Core premise prioritized to attain global competitiveness. And by extension, it commands us to energise the replacement of a quota-based appointments syndrome with a capability-indexed system.

This dynamic lever will also usher in and supercharge a mission of attaining democratic legitimacy. And indeed, visionary practice depends on and demands that policy is evaluated against 25–30-year horizons, rather than a 4-year election cycles!

Redesigning our Governance Structure: It is imperative to restructure and redesign our government and governance structures. The Executive layer of Presidency and governorships would remain as elected mandate for democratic legitimacy. But cabinet ministers, agency heads, and state commissioners should be appointed through a Merit. This calls for the setting up of a Merit Commission framework. Dynamically enabled by Technology, the Commission would apply a model of blind competency assessments, track-record scoring, and peer review from industry and academia.

Legislative layer: National and State Assemblies would keep their electoral mandate but a “Technical Council” must be established with a veto power – applying verifiable evidence-based parameters for decision-making. AI is waiting!!!

The Council shall be composed of professionals selected through performance metrics in sociology, psychology, health, agriculture, education, technology, Art & Culture, infrastructure, energy, and security.

Reconditioning The Civil Service: This is a fundamental imperative and would require the audacity to migrating from tenure-based to contribution-based progression. Ai-governed solutions would be deployed for promotions assessment that is tied to measurable KPIs like core-patriotism, trustworthiness,

project delivery rate, budget efficiency, national security, citizen satisfaction scores, and third-party audit outcomes.

Implementation Analytics Dashboard:

The proposed model would be digitally enabled and running on a “National Capability Dashboard” that feeds real-time data on performance for decisions. Meanwhile, inbuilt infrastructure domain compliance application with a Metric       Merit Signal Will Target Public service        Project procurement credibility and delivery time vs budget of all government officials above – whose performance

deliverables are above 80% over a timeline of 10 years in office.

The above metric would prioritize

How a Merit-first mechanism changes national behavior: Appointments will become decoupled from ethnicity, party loyalty, or state of origin. The dataset

will represent and command the individual’s past performance. A commissioner in Kano is judged on the same sanitation and health outcomes as one in Rivers. Underperformers face demotion or exit with data trails visible to the public.

Finance Visionary mechanism: A poor nation is a non-visionary one.

With a visionary framework, Budget allocation will shift from equal-sharing formulas to opportunity-cost modeling.

Projects are scored by net present value to national GDP, human capital, and resilience in 2050. Example: Lagos-Calabar coastal infrastructure scores higher than 100 small scattered projects because of trade corridor effects and climate adaptation. But at what cost?

Feedback loop demands that Citizen input is captured through digital service rating platforms at the LGA level. Ratings feed into the Merit Commission’s 360 review. Poorly rated officials trigger automatic audits. This creates accountability without waiting for the next election. Technology is the way for Nigeria.

Expected dynamics on the Model:

Short term 0-3 years. Within this time frame, friction from displaced political appointees, resistance in patronage networks. Service delivery improves in pilot states where the model is applied.

Medium term 3-8 years: Merit-first

Talent migrate back to public sector as compensation and authority are tied to performance. Private sector firms benchmark against government standards.

Long term 8-20 years: We wasted the last 40 years running in circles! Indeed, a fruitless development adventure! But within 20 years of implementing the proposed model, coming generations will inherit a governance with policy continuity. And will deliver incremental values, because technical councils will maintain direction across administrations. Nigeria’s volatility index will drop and foreign direct investment will be effectively monitored as they converge in high-capability performance states.

Risks and tradeoffs are inevitable!

The biggest friction is legitimacy. If merit is perceived as excluding certain regions, it undermines national cohesion. Meanwhile, counterbalance is transparency.  When all scoring algorithms and results are open data-based, the values will pop up with amazing speed. Indeed, the monumental wastes would be tamed.

The second tradeoff is speed vs inclusion. Merit systems optimize for outcomes, which can sideline participatory processes that matter for social trust. This is because, the model scenario will not entirely eliminate politics. Rather, it contains it to the electoral layer while insulating execution from it. The analytics point is simple: when selection is based on demonstrated capability and goals are anchored to future states, the system shifts from rent distribution to value creation.

Indeed, that’s the difference between managing scarcity and generating capacity. And alas, now that technology is at our fingertips, the future will not forgive Nigeria if she fails to deliver and secure future generations from global predators!
