NCC invites stakeholders to public consultation on zero-rated access to educational platforms, others

The Nigerian Communications Commission (NCC) has invited stakeholders and members of the public to participate in a consultation process on a proposed framework for zero-rated access to educational platforms and digital learning content in Nigeria.

In a public notice, the Commission announced the release of a consultation paper outlining the proposed framework and called for written submissions from industry stakeholders, educational institutions, civil society organisations and other interested parties.

The NCC noted that the consultation paper represents a preliminary stakeholder engagement in line with the Commission’s participatory and transparency-driven regulatory approach.

The Commission said the initiative is aimed at developing a framework and criteria for providing zero-rated access to educational platforms and content, a move expected to improve access to digital learning resources across the country.

The Commission disclosed that interested stakeholders have been asked to submit their comments and recommendations on the proposed framework via email on or before Thursday, July 9, 2026.

The Commission also disclosed that the consultation paper has been published on its official website for public access.

As part of the engagement process, the NCC will hold a public consultation session on Tuesday, July 14, 2026, at 11:00 a.m at the Commission’s Head Office Annex in Mbora District, Abuja.

The session will also be accessible virtually to enable broader participation by stakeholders across the country.

The Commission urged all interested parties to actively participate in the consultation process to ensure that the final framework reflects the views of stakeholders and supports equitable access to educational content through telecommunications networks.

The proposed framework is part of the NCC’s ongoing efforts to promote inclusive digital access, strengthen collaboration with stakeholders and develop regulatory policies that support education and digital transformation in Nigeria.
